The Tenth Hall had been causing Jared trouble for a while, and he had long wanted to wipe them out.

Corrado explained, “Taking down the Tenth Hall would be easy, but behind them stands the Celestial Palace, and behind the Celestial Palace are the celestials. If we were to go up against the Celestial Palace, Twilight Imperial City wouldn't stand a chance. But rest assured, Mr. Chance. As far as I know, only the Tenth Hall exists in the Ethereal Realm.
