The population was made up of a lot of youth, and thus their neighboring businesses did pretty well. That was also how there were a whopping three gangs lurking in the area alone.

Wilbur found out through Lacey that the three gangs ran a few illegal businesses in human trafficking, drugs, and smuggling imported goods. Those were their main sources of income.

Even the Wencoven police had to keep their heads down if they were to bump into these top dogs at the station.

Despite the fact that the gangs were committing terrible offenses, they never made a move on any locals, and that was how things had always been.

If the locals could not afford to pay them the protection fees they charged, they would even think of ways for you to make money. Of course, none of these ways would be legal.

After that, Lacey spoke about a few large-scale legal businesses and how they had pretty much monopolized all the people's daily needs. By the time she was done expressing her views on them as well, dinner had almost come to an end.

The women cleared the table and did the dishes, and Monica stayed the night at the inn as usual. Getting a cab home would cost her even more money.

Betty and her daughter were more than used to this and let her handle the dishes before leaving her to settle down in a room.

Wilbur did nothing of the sort. He got up, picking up his coat and a book he had on Dasha before draping the coat over her and pushing the book into her arms. "You're truly beautiful, Monica. I might have been entranced by your beauty in your past, but I've got someone at home now!"

He pushed her out of the room after that, but Monica was having none of it. She pretended to slip, throwing herself right into Wilbur's arms.

Wilbur, being an Emperor level elite, was not going to let that happen. He grabbed the coat off her shoulders, wrapping her firmly in it before lifting her up and tossing her into the empty room next to his.
